For this, a general contextualization of what oil exploitation has been in the department was carried out, emphasizing the extractive nature of this branch of economic activity and explaining how in Arauca it was not possible to sow oil. As a conclusion, it is proposed that the social movement should promote within its mobilization agenda, the Organic Hydrocarbons Law so that sovereignty over its natural resources is returned to the nation and thus regional and national development is enhanced.
